No, I live in Nova scotia, so my package can reach CIO overnight. I am just not sure if my IELTS will be expired on Dec 3, 2013. (I took it on Dec 3, 2011).

Or If I can submit my application on Nov 29 (Friday), which is the last working day of my one year working experience. I started my current job on Dec 1, 2012. Dec 1 is Sunday,

Can you share some suggestions on my two questions above? Thanks.

Hopefully you are lucky. If I was you, I might take the test several months ago.
 
Your results will still be valid on December 3. But again, you are leaving no room for error in your work experience. Are you sure your employment reference letters etc will show at least 12 months experience? (not even a day less)

I don't know how you got that idea. If your reference letter states that you started work on December 1, 2012, then there is no way you can reach 12 months experience before December 1, 2013. And that is assuming you've worked (or been salaried) for 30 hours or more every week over that time.

Because you seem really keen to send this thing and not re-take IELTS or CELPIP, it sounds like your only option is to get a reference letter dated December 2, 2013, and also to FedEx your application package so that it arrives on December 3.

I sent the package from Toronto overnight to Sydney with UPS. Cost me $44. Dropped the package at 6:30 and next day 12:30 package was at Sydney.

If your IELTS is dated December 3, 2011, then it will be exactly two years old on December 3 of this year. The document checklist only says the language results "must not be older than" two years.

You could sit the CELPIP-General instead and the next time in your city would be in January.

The only problem resists that you will know about rejection in, say, late January... And you may miss exam on March as well... Add couple of weeks to get your package back. Wait for new PCCs... Also keep in mind NOC capacity and total number of application counters that keep counting towards their limits - http://www.cic.gc.ca/english/immigrate/cec/applications-accepted.asp
