None at a federal level. Each province has it's own rules.

If you live in Canada as a PR, you can register for health care in the province you live in. You usually don't pay for it (except in BC) and you get free access to doctors and hospitals. You do however have to pay yourself for dental care and medications.

Many employers offer a supplementary group insurance to their staff which will help pay for dental care and medications as well as other things like vision care, physio etc.

Some provinces have a 3 month waiting time for health care coverage for newcomers (Ontario, BC) and some will cover you right away as you arrive.

The OP specifically stated "candidate", which I take to mean, one who is in the process of applying, rather than someone who has already been granted PR status.

If you are in BC, you are eligible for BC MSP on the day that CIC receives your PR application for processing (if it's a Family Class Spousal Sponsorship application). The waiting time before coverage kicks in is 2 months + the balance of the month your application is RECEIVED.

I have not heard anything about proposed changes. In any case, health care is at the provincial level so it would be up to each province to change their program if they want to.

A friend needs your advice...

They are a family of four and they have got their PR visas looking forward to land in Edmonton in April ending. His first son/born is tongue tied and weighing options if to do the clipping in home country or in Canada whether the health insurance will cover for it or not.

It's urgent, kindly advise...
