So, some 2021 applicants got Biometrics, but some just received permanent AOR. Recently I have seen GCMS notes for an applicant, and the biometrics were not issued cause that applicant had a previous Student Visa rejection.

This can't be a case with every applicant so the last thought which comes to my mind is, batches... There are different sets or batches in which applications are distributed... and being processed..

Many March 2021 applicants (outside) didn't receive biometrics, that's for sure
