Hi, you know there's a TRP to PR class - it is found here: https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/operational-bulletins-manuals/permanent-residence/non-economic-classes/permits.html
You don't mention the inadmissibility, so you need to research it a little to see if the inadmissibility is one that might exclude him from this class, however if he qualifies then note the following:
"There is no discretion involved in granting permanent resident status to a member of the permit holder class who meets the applicable requirements."
So, meet the standard and PR status is a certainty. I think this will also explain why IRCC doesn't much care to issue TRPs.
