For gcms notes , search in google atip notes and apply it online it will take almost a month receive them

processing time is just a indicative time however depends on file and IRCC officer , processing may less or more than 21 months too
Thank you for your answer.
I understand the processing time can be less or more but I am just confused on how it starts like from AOR or the day we apply?
Thank you

The processing time starts the day ircc receive the complete application and ends when they make a decision.
It may vary depending on how many applications they get or if the application is complex

It means that if they get more applications processing time will increase but if they get less applications the procesaing time will decrease.

Complex or non-routine applications
that require extra documents may take longer to process.

Would not focus too much on the 21 months. This just gives you an approximate idea and processing times are likely going to get longer for many and perhaps much shorter if there is an attempts to identify those without grounds faster.

My mother is 78 years old, so she is not in a position to cook or do her groceries or any outside work on her own. And she does not have anyone in our native country who can do these things for her. We dont meet LICO but we have brought our savings here which is 500K+, so money won't be a problem to take care of her. I actually chose Canada because I hoped that I can keep her with me as some of my friends could take their parents there. But I understand, the situation is changed now. Feeling hopeless, as I dont want anything from the Govt (we are getting only the child benefit), just want to keep my aged mother with me. Even if I get a good job now and I apply for her super visa, she would have to leave Canada as for super visa, the applicant has to remain out of Canada. It is too hard for her to have this long journey now...

If you can prove that she fears for her life and will be persecuted an asylum claim is an option but a risky option unless she has concrete proof of fear of persecution. How old is your mother? Is she able to care for herself (basic cooking, hygiene , dressing herself, etc.)? Having your mother move with you to Canada was not a great idea because it shows that you always intended for her to move with you which was not part of the PR approval and this was not a change in circumstance. The fact that you don’t even meet LICO (which is already low given cost of living) may be problematic for an H&C case since the ability to financially support yourself without government support is often a factor in most H&C applications. Good chance she will likely fall out of status during a Quebec H&C application which is also problematic. There are no clear solutions that don’t have significant downside risk. Would gather all the evidence you have and consult an immigration lawyer who can evaluate your case and go through all the potential options and risks.

I would expect for IRCC to become very tough when it comes to parents applying for H&C. There is already 50k applications in the H&C system and after closing PGP for at least 2025 I expect even more parents will attempt to apply. Quota for all forms of H&C applications next year is I believe 10k. The numbers just don’t work.

If you are newcomers you would have known that parent sponsorship was not guaranteed and would have had to make a plan. 500k will essentially support your own living costs for a while and support your own life in Canada but will not allow you to cover the costs of a senior and your own family starting from scratch in Canada. You can certainly try to apply for H&C for your mother but you need to plan b. Have a plan if visitor record is not approved. You also must realize the risk of filing an H&C if denied.
