H&C App - Police Clearance Certificate

I hope you can help me with an answer to the below question:

I am in Canada.
I am almost complete with an H&C application.
My police clearance certificate expires on 14 October 2018.
I am applying for a new police clearance certificate from South Africa.
My visitor visa expires on 23 November 2018.
My new police clearance certificate will unlikely arrive before my visitor visa expires.

Do I submit my H&C Application with my current, almost expired police clearance certificate (it will be expired for a few days before I complete my application) and then include proof that my new police clearance certificate is being processed?

What is the best way to handle this situation?

Hello,

You can send your application with your current PCC and proof of new PCC being processed, However if first stage is approuved PCC will be request again few month after first stage approval.

Can you help to advise me on the following concerns that I have

I applied police clearance certificate from Abu Dhabi to submit that for H&C application. I have a loan outstanding and I didn't receive any response regarding police clearance certificate. Can I prepare a letter requesting to waive any inadmissibility related the police clearance and send along with H&C application set?
