I just received my amd my wife's PCC. Here are the steps -
1. Go to Haryana Police website - http://gurgaon.haryanapolice.gov.in/template/pcc.htm . change name of city in the URL as per your city name.
2. download and print application form.
3. Fill the application form. Stick one photo and staple the another one ont he top right corner
4. Get an affidavit on a Rs. 10 Non-judicial stamp paper. All notaries have a fixed template for PCC. Use that. there is no special template for PCC for immigration. Just tell the notary that is is required for passport purpose. Else, he'll confuse you.
5. get a notarised copy of Passport
6. get a notarised copy of Proof of residence. I gave copy of ration card. Not sure, what all they accept.
7. my wife's surname on passport and ration card is different. Hence, I attached a notarised copy of our marriage certificate
8. Take 2 copies of blank bank challan forms
9. Go you your district's SP office's Security Branch. Not local police station.
10. Ask for the clerk handling PCC.
11. The clerk will browse through the documents and enter the District police's account code on the challan form and return the set to you
12. Go to any State Bank Of Patiala branch and deposit Rs. 300 per PCC applied.
13. one copy of the challan will be returned by the bank.
14. Attach that receipt at the top of you PCC application set.
15. Submit your PCC application to the same clerk at the SP office.
Now wait... <my experience below. others could have other experience>
16. Next day, a Police officer from my local SHO office came to my house to do inquiry. He asked about why I want this PCC and when did I intend to go from the country. He inquired about my job and did this house belong to me or my father. Once, he was satisfied with the interview. He went to a couple of neighbours and asked if I actually lived here. They confirmed and signed for me.
17. Then, I offered him chai-paani. he took 200 chai-paani's per per PCC and assured that the report will be sent to Security branch the very next day and it would be up to them to do a quick national level inquiry and make the PCC. He was in no mood to stop my report in any case, but just that the chai-paani is a regular process and in its absence it could've been delayed for a week or 2.
18. I gave the security branch 3 days after that and went there to collect the PCC. They confirmed that all checks have been done and I could collect the PCC next day as the clerks would make them that evening only and the SP would sign it thereafter.
19. I couldn't go for next 3 days and when I went in the morning today, my PCC was ready and the same clerk. He got a receipt signed from me and handed over the PCC. The PCC was undated. He put today's date on it while handing over thr PCC.
Total process took 6 working days.
