No not at all. There are many factors that go into processing. Ties is just one of them. Strong ties can mean job to return to with employment letter and leave, business to return to, investments, property maintenance etc. If you and your spouse have substantial funds, good travel history, good reasons to travel and strong ties then it can be approved. If you are single and mobile, you don’t have strong family ties.
