what about people with PGWP who already expire but still eligible for Restoration after applying originally for WP with LMO but no decision was made because application was considered incomplete?

If you fulfill all of the eligibility below, then yes, you can apply for the bridged open wp.

1. The foreign national is currently in Canada;
2. They have valid status on a WP that is due to expire within 4 months;
3. They have received a positive eligibility decision on their PR application under one of the Economic Class programs above; and
4. They have made application for an open WP.

The one you are asking about is numb 3, which is the AOR or acknowledgment of receipt. If you have received this after applying for pr under one of the Economic Class programs, and you are within the 4 months - then go ahead and submit an app for the open wp.

My current work permit is for my current employer. It is about to expire some time this month (Jan 2013). I applied for CEC last year and received my AOR as well. Have not heard from CIC since.
I applied for the bridging open work permit last week (end of Dec 2012). Now, I am not sure how long will this new bridging open wp process take.

I need to understand if I do not get the new open wp by the time my current wp (for my employer) expires later this month,
a) Will I be allowed to stay in Canada even after my wp expires and while open wp is in processing stage? My visa will also not be valid anymore.
b) Will I be allowed to continue working? What if my employer is ready to keep me working on the new open wp as well?

Please advise. Thank you so much!
 
that is AMAZING!!!! i am soooo happy to hear about this because today i asked my employer if they can apply for an LMO and they said no. this couldnt come in a more perfect timing (at least for me)

a) Yes. You will allowed to stay in canada as long as you had applied before your current work permit expires. Your status will be changed to implied status.
b) Since you will be in implied status, you can still continue to work with your CURRENT employer.

Since my current WP is for my employer but my new WP would be an OPEN one. This means that my WP conditions will not be the same. Can you confirm that I can indeed continue working?

You should call up CIC to confirm on that. If you have to, talk to different agents just to make sure they are giving you the right answers.. I did that to make sure that about my implied status.. Last thing I want to do is to work and remain in Canada illegally while waiting for my CEC.
