Right, sorry I meant CIC.

So best to be honest and tell them he's on a return ticket, and we all plan to move out later in the year?

You were correct the first time. CIC only conducts landing interviews for those who land at a CIC office. It will be CBSA that lands your partner at the border.

Yes, he needs to be honest. However, he doesn't need to volunteer anything that they don't ask, i.e. he doesn't need to rock up and say "I'm here to land but I'm leaving right away and coming back later in the year." If they ask, he should be honest; if they don't ask, no need to tell them.
