Dear Diplomatru, I surmise it has become a custom for Indian nationals in India to submit IELTS/TOEFL in partial fulfilment of their ability to succeed academically in Canada. On a more serious note, Indians can apply for study permit under the general or SPP category. In the latter, submission of IELTS is habitually compulsory. Thus, a good IELTS score increases one chance of getting their study permit approved.
