Got Accepted into Uottawa

Hi, Just last night I received a mail stating I've been accepted into Meng in Mechanical for fall-2014 intake in Uottawa. I have also applied to victoria, Western Ontario (my 1st choice), carleton. Could someone help in someway to clear my confusion with regard to whether I should wait for a decision from UWO or shall I go ahead with Uottawa?

Go ahead and apply for your visa with Uottawa Letter of Acceptance.
Later after getting the acceptance from other institutes, you can decide that in which you want to pursue for your studies.

Fee receipt is not the requirement of embassy.
People used to provide it to make their case more stronger. It is optional.
Also, if you have submitted you fee in abc uni and got your visa for that, later you can change your uni to xyz and can sk your previous abc uni for fee transfer or refund. It is applicable.
