Got a response from IRCC about COPR expiry, and it is confusing?

Hi all,

So I sponsored my parents under PGP2018 invite, everything went great until Covid 19. They got their passport back by Jan 2020 mid week, with COPR expiring by July 2nd week this year, last week. They are in India, as you probably know the international flights have not been resumed service in India. They got their COPR before March 18th. But the travelling out of the country didn't happen. Flights, and for safety reasons.



So I as a sponsor, waited until last week to submit the web form "before" it expired,, requesting extension for the COPR for them, for another 6 months at least. Got 2 emails from different agents, one said don't worry I have forward your file to CPC Mississauga.

2nd email said, you do not have to contact us until you are ready to travel. At this point my parents aren't even interested to get the PR because it is just risky to travel, a few distant relatives in a different state in India died of Covid (very old people), horribly I might add because one of them used to be in the army and still maintained his health like a young person.

So here is the email I got from IRCC. It is very confusing because in the webform I submitted, I never said they are READY to travel. I just said it is about to expire, so please give them an extension as a request. I figured by the time they give them an extension, the airlines would have resumed service probably the end of this year, (hopefully) and it might be safer to travel considering the death rates are coming down.


They have a local bank account in Canada with over 50K deposit which they put there when they visited me last year on their 10 years tourist visa. I wonder if that would suffice as proof of income?

Edit: My question is I never told them they want to travel now, I just wanted them to consider giving them an extension on COPR. Instead they emailed us to send the documents as if we are ready now. So I don't know if I should send what they asked us anyway.

2. How you plan to quarantine for 14 days when you arrive in Canada, including how you will have
access to groceries, get medical care, and other essential services. While in quarantine, you will
not be able to leave your place of quarantine for any reason. This is mandatory even if you have
no COVID-19 symptoms.
 proof of funds (i.e, bank and/or credit card statements)
3. your proposed or confirmed travel itinerary
 a description of your proposed or confirmed travel itinerary, including travel tickets if you
have already purchased them

Please provide the above information to IRCC via the IRCC Webform.We will evaluate your request
upon receipt and let you know whether or not you are approved to travel to Canada at this time.
Please note that only approved permanent residents now able to live and settle in Canada will be
allowed into the country at this time due to the ongoing travel restrictions. Travel for temporary stay

If they don't want to live in Canada anymore then you don't need to do anything, I guess?

The logic here is that I am a citizen, they would like to stay with me time to time without having to go through the pain of leaving the country after 6 months if need be. It wouldn't hurt to be a permanent resident especially that they paid over 3 grand in application fee. Aside from your condescending comment, do you have anything to add to the actual question? My question was I never told them they want to travel now, I just wanted them to consider giving them an extension on COPR. Instead they emailed us to send the documents as if we are ready now. So I don't know if I should send what they asked us anyway.

We can only interpret based on the letter. It seems they are not granting 'extensions' to COPR, but instead issuing new or updated COPR only when concrete travel plans are made.

Again, only an interpretation. You may wish to see if you can get anyone at IRCC or visa office to confirm this.

My understanding is that applying for an extension is not required. They request that when a COPR holder is ready to travel to advise them via a web form and they will give the authorization at that time, only if they meet the current restrictions.

It appears that they got their wires crossed thinking they wanted to travel now. IMO you can either ignore their request and they will not do anything because you didn't respond or probably better is reply via web form saying there has been some confusion, they are not ready to travel and you will advise them via web form when they are ready.
