I checked the files. File for inventory has data but the file for selection decision has nothing in it

I think you are in Final Decision as indicative in rest of the data, its only matter of some time you will get you PP that may be struck due to the staff of VO busy on other prev. queued tasks or they have exhausted their current year Visa targets

Files are opening but there is no data in the file for selection decision.

I think there is some problem with your software as file is opening and having full data in it, further these files are on www.data.gc.ca a govt. of Canada website. There is no question of doubt on the authenticity of the data or website, why don't you try it on some other system
