Whether it stays or not it will barely be applied and if convicted of terrorism I would bet that you'll have other concerns than your citizenship...

Those debates are purely political and to satisfy the voters (or future/potential voters), lots of noise for not so much...

the 50% "credit" for time spent as temporary resident is back. I only wish it wasn't restricted to a maximum of 1 year - I've spent an extra year waiting for the PR..

The dumbest actually was taking away the 50 per cent credit for international students, because if there's any group in this country who would be good Canadians — they're educated, they know about this country, they speak English or French — it's them. So why punch them in the nose when we're trying to attract them here in competition with Australia, the U.K. and others?"

Good news, but why limited to 1 year, especially for international students who is already contributing to local society.

They are restoring just the old rules.

I think the idea behind the 1 year limit is so you couldn't "buy" yourself citizenship by paying for and completing a couple degrees at the cheapest school you can find while flipping burgers on student work permit.

Good point, but I consider avg post secondary tuition fees for international students are rather high!

That is the really great news out of all this. Basically for all of us the waiting time once we get our PR just got divided by 2...
 
Do we get credit for the years that we lived in Canada even as student and worker ?

Or does it count from the day you get your permanent status ?

You can find qualifying programs in 8-10k / year range if you look hard enough.
If you find one at an institution meeting cic criteria you will be allowed to work full time and bring a spouse that will be allowed to work full time too. Even if both of you make minimum wage and take no overtime that's close 40.000 CAD / year after tax. So, at least in theory, it is entirely possible to pay for a pair to move to Canada and get the bare minimum required for them to be allowed to stay based on that.

If the law passes as it is right now you will get 50% of the time as student / worker (2 days count as 1 towards citizenship requirement) up to a maximum of 1 year. Time as PR counts 1:1 with no limit.
