You can find qualifying programs in 8-10k / year range if you look hard enough.
If you find one at an institution meeting cic criteria you will be allowed to work full time and bring a spouse that will be allowed to work full time too. Even if both of you make minimum wage and take no overtime that's close 40.000 CAD / year after tax. So, at least in theory, it is entirely possible to pay for a pair to move to Canada and get the bare minimum required for them to be allowed to stay based on that.
Didn't know this kind of opportunities exist until now! I studied engineering at U of T for 5 years, was only granted for a study permit, working was prohibited during those years. Tuition fees for international students were in the 24K - 30K range at my school.

I don't like the one year limit.
I almost spent 6 years in Canada between studying and working. so they will only count 1 year for me instead of 3 years. :'(

People are quite weird...

Right now you get nothing, and need 4 years after your get your PR before you can apply for Citizenship (which takes another year to be processed) => you won't get your Citizenship for more than 5 years and you will need to renew your PR Card.

With this new rule, if it passes as is, you will need 2 years (3 less 1 year as temporary resident) before you can apply.

Just enjoy and focus on the positive aspect of it. If you could apply right after the PR there would be no point in even applying for PR.

The "new" rule was the old rule before Bill C-24. Liberal is just rolling back to what Conservative at their good days had before.

Getting robbed and picking up the same amount of money it is. 1-1+1 = 1.

What to be so excited about?
