Hi good morning just wanna ask can i leave the country if my permanent still in process i was sponsored by my husband still waiting for 2nd stage aproval
 
My application still in process we are still waiting for the 2nd stage approval my problem is i need to go to the Philippines emergency my children's father is being uncooperative in helping my kids documents in order for the CIC Philippines issues a medical form for them it is possible i can go back here in Canada my status still in process i have an employer and valid OWP.. I phone cic they told me that i can apply for TRV but there's no guarantee that officer in border will allows to me let in. What will i do

Are you citizen of canada or PR???
 
And are you applying outland or inland? It's not entirely clear in your post.
 
It sounds like you've applied inland.

The OWP does not give you re-entry rights into Canada. If you leave, you will have to apply for a TRV to re-enter Canada. And as CIC told you, there is no guarantee the TRV will be approved. If the TRV is not approved and you are unable to re-enter Canada, then your PR application will be flagged as abandoned and canceled.

Long story short - it's quite risky leaving Canada. There is no guarantee you will be allowed back in.
