Going back to university before becoming PR

Hi everyone,
my name is Luigi, currently on a student visa until March 2016. I will start my PGWP and PNP application before the expiration of the student visa.
Knowing that it can take up to 18 months to receive PR status (according to the majority of my info sources), will I have any issue applying at a University before the process ends? Will I still be considered an international students until i become a resident of Canada? Is anybody familiar with this sort of scenario?

Yes - you will still be an international student until you have PR. If you want to return to school before you have PR, you will need to apply for another study permit and be prepared to pay international student fees.

Will I be paying international student fees all the way until the end of the program? (2 years) Or until I become a PR?
