Ghost update doubt?

Hey guys, I have a question about ghost updates.
I applied for citizenship online and looking at my application page which has a date. It is a 'Date Modified' line at the bottom of the online application page (not the tracker; the online application portal). If the date here changes, is it a ghost update?

It should change on the tracker for ghost update. Application page work is done when it is submitted.

I believe the date modified you are referring to is for the web page i.e. it is not related to your application.

But I have seen many ppl receiving ghost update in gc key account after ordering gcms notes.
