Getting PR before Degree

Let's say i have student visa valid for 2 years .......and I land in Canada on april 2013 and submit my PR case in May 2013, As I have 67 points ( ielts plus experience plus age plus degree ) .....will they accept my application in May 2013 for processing? Wouldn't they demand from me to complete my degree first?

If answer is still YES then why cic has mentioned on its website that students are eligible only after completion of their respective degress

You need a job offer in Canada if you want to apply in Feb. CIC will start accepting applications without job offers again in May.
