You can not directly apply for it unless you are PR or citizen. So you can apply for it under the help of a person who is PR or citizen, usually this person might be an agent or someone who wants to earn money.

Not yet received them. It is over 50 days now. Sent a reminder, they say due to covid there are delays, but have issued a priority tickets and will try to send it ASAP

The GCMS notes are standard that have all the processing details of an application. The incoming and outgoing correspondence has always been listed in the GCMS notes, it was never missing.

16 (1) A person who makes an application must answer
truthfully all questions put to them for the purpose of the
examination and must produce a visa and all relevant ev-
idence and documents that the officer reasonably re-
quires.

Obligation — appear for examination Obligation de se soumettre au contrôle
(1.1) A person who makes an application must, on re-
quest of an officer, appear for an examination.

(a) the relevant evidence referred to in subsection (1)
includes photographic and fingerprint evidence; and
(b) subject to the regulations, the foreign national
must submit to a medical examination
