That's the link to order GCMS, if you are not in Canada you cannot order it. You sponsor can order it but will he/she will need your signed consent form:

I noticed the consent form recently changed adding a representative signature line in section C - is this to be signed by the spouse giving consent - same spouse signing section A . Yes, it's well worth the $5.
It gives an in detail look at exactly what is happening with your file as well as CSE specific notes of the visa officer processing it.
I order them and then reorder them the day they arrive. I'm waiting for my fourth set of notes now.
