Tl;dr GCMS Notes received after PPR was issued that explains my processing timeline from AOR to PPR

First of all, I would like to thank every single one here on the forum for their generous help, you guys are champions.

I ordered my GCMS notes for the first time on the day my application turned 5 months old, in order to receive it when the processing time becomes 6 so I would understand why it may pass the 6 months threshold. With Allah mighty blessings, I received my PPR 10 days later. The notes where issued the day before my PPR email was sent out, but it contains all the exact information required.

My timeline on MyCIC

2015/07/17: ITA
2015/09/10: Submission of eAPR
2015/09/11: AOR
2015/12/18: Medical: Passed / Background Check: In progress
2015/12/22: Background Check: Not needed at this time
2016/02/14: Background Check: In progress
2016/02/15: RPRF request / paid
2016/02/19: PPR email (received it 3 days later, thanks to my lawyer)

Actual timeline from GCMS notes

2015/07/17: ITA
2015/09/10: Submission of eAPR
2015/09/11: AOR

2015/12/18: SUPPORT AGENT REVIEW: Preparing application for R10, Medicals: PASSED- Attaching my lawyer as a representative - Checking ECA is available - Checking IELTS - Requesting verification of Education - Funds - PCC - RCMP Check initiated

2015/12/19: AGENT REVIEW: R10 OK - PCCs OK - Education verified on WES - Criminality: PASSED

2015/12/22: AGENT REVIEW: Work experiences match proposed NOC - Reference Letters are verified - FSW and CRS scores are OK - Confirmation of marriage documents - Eligibility: RECOMMENDED PASS - Security check: REQUESTED
File transfer from CIO to CPC Ottawa - Workload redistribution

2016/02/14: OFFICER REVIEW: Confirm intention to reside in XXXX - Security Check: PASSED - Eligibility: PASSED - PR Application: ACCEPTED - RPRF : OUTSTANDING
Counterfoil: In Printing Queue
COPR: In Printing Queue

2016/02/15: OUTGOING MAIL: RPRF request

2016/02/16: INCOMING MAIL: RPRF Paid

Analysis

- If your RPRF wasn't paid upfront, and you receive a request in a later stage (4 months or more), this is definitely a great sign of application acceptance.
- My application was literally untouched for 13 months post to AOR then most of the checks were done in a span of 5 days!
- IRCC work a lot on weekends, if you check the dates, you'll find a lot of Saturdays and Sundays.
- There are 3 types of reviewing personal: Support Agent, Agent and Officer. I assume the rank is ascending, and an Officer is the one deciding the fate of an application.
- Security Checks are the most time consuming elements of an application. After further research on Google and the forum, CSIS (Canadian Intelligence) receives a request from IRCC to conduct a Security Background check on all applicants 18 years and over towards CSIS databases, such as terrorism and espionage. CSIS also send requests to all intelligence agencies of all the countries you live in for 6 months or more. This is done as part of a global information sharing protocol (reference and confirmation is in research)
- Most of the notes regarding my spouse where deleted, actual blank pages and sections. This, I can't figure out why yet!

I hope this may shed some light on the process. Although my timeline is weird, you may find the information useful.

My Allah bless you all, and good luck :)
About your spouse blank pages: While she gave you a consent to work with CIC on her behalf, the transparency department did not get a similar consent from her. They do not have the legal right to disclose her information to you. that's all :)

guys what does "in process" mean exactly???
like are they onto background & security checks now etc? are they pass the stage of ruling whether ur relationship is legit or not?

my VO is london. outland app for pakistani spouse :) thx for any insight.
If you compare the GCMS notes and MyCIC status updates that Doda provided for his case, "in progress" happened twice:

1st "in progress" - start of R10/completeness check by support agent at CIO-Sydney: if R10 OK, switch to "not needed at this time" for request for security check & transfer to VO
2nd "in progress" - security checks are passed: start of eligibility check by visa officer before PPR at processing VO (in his case, Ottawa)

I believe for family sponsorship, the check of your relationship will be by LVO just prior to PPR.

I went with the theory that had a secret identity the government didn't want to disclose to me. But your theory is more.... logical :D

Then I think it is stuck on security checks. Hopefully you'll be hearing great news soon.
So recommended passed means it actually passed ?

My latest note was
Enquiry from the office of: Mike Lake Spoke to: Judith CEC app rec'd 13aug2015 no sel dec yetc's
not started medscompleted, v/u 18ju12016 advised mp assistant that enhanced b/g checks are ongoing
pptimes 6 months MEU Officer: Marc Date of enquiry: Jan 21 2016

And what exactly they do in background check, it says enhanced bg in process .. Anyone ?

You can say yes, unless there is a problem with the security check. The final Officer still goes over the application one more time but with a more lenient eye.

Honestly, I don't know what enhanced BG check is. Are you Outlaner? Maybe they have different methods of dealing with BG checks.
BTW, what was the interview call about?

Hi bellaluna, from my timeline I am still 'early' in the process. So are you saying because my BG went from 'In Progress' to 'Not Needed at this time' there is a chance my R10 is ok?

I think it only changed to Not needed at this time for the office change. You may be R10 ok and security check started without change in BG check.

Thanks Doda, I see many people knowing what their Visa Office is. How can I tell my VO? Also how can I tell if my application is transferred from one VO to another?

Is ordering GCMS notes the only way?

PS - I Live and work in Toronto.

You're welcome. The notes are the sure place to know. I would assume either Ottawa or Sydney for inlanders, but I read about applications going sometimes to PA's VO of their country of origin.

Doda,
Thanks for sharing this information.
Can I ask what exactly was your lawyer's role in the process? I have submitted my application in May 2015 and it's still in progress. Recently I was told by a CIC call center agent that the criminality is passed but the BG check is the one that's stuck. I'm now thinking of hiring a lawyer if it helps.

Hi mokachino,
You're welcome, at your stage a lawyer has no advantage whatsoever. A lawyer maybe useful pre submission to make sure that the documents are acceptable by IRCC. Other than that he had no effect on my application post submission. I feel your frustration and hopefully you'll get your PPR soon.

Yes that's highly likely, and I have a vested interest in saying so because I have the same status as you. :) It's also likely to mean your application has been forwarded to Ottawa, as you're an inlander. I'm an outlander but I suspect my VO is Ottawa for whatever reason.

Since you're in Toronto, you can try calling the CIC call centre, some members have reported the call centre agents have disclosed the VO when asked.
