GCMS notes help please

Hi, I got rejected twice and now I have my GCMS notes, can anyone help me with the notes. I want to make a third one or an appeal but not sure yet.
So please if anyone could help understanding the notes and helping in some advices, I am really in need for this. Thank you very much.

Scroll to the bottom and find where the VO wrote a few sentences about your application. Try searching (Ctrl+F) "refused."
Those are the notes at the bottom of the document, I got rejected before, those are the GCMS for the 2nd application.

I note previous refusal. No issue with funds. Large family n Jordan, no issue with ties. Study plan is unclear and vague. PA already holds a BA in civil engineering and has been working in the field for 2 years. Unclear why PA needs/would benefit for a 7 month academic course in construction. On balance, refused.

So there's the important part. You need to explain why studying construction in Canada will improve your job prospects in Jordan since you already seem qualified with your engineering degree. Why can't you study in Jordan? I suggest going for a master's in civil engineering. See my guide to study permit refusals (link in signature) for some additional advice.

when did you applied for gcms and in how many days did you get it?

Actually I can explain why, cause I am in need to this program. I think it is not logical to change my course after applying twice for the same program. So do you think an appeal will do or I am supposed to make a new application ? any suggestions

You can appeal a refusal with a lawyer but it would be easier to re-apply with a different course. It's perfectly logical to change it in order to address your refusal reasons. You can say so in your new SOP.

No. The visa officer is wondering why you need to spend thousands of dollars to travel halfway around the world to canada just to do a 7 month course. Then travel all the way back home, and what benefits will it give you? Will your pay raise be even enough to justify spending that much money travelling and living in Canada?

The course/college is not well known, not even good, heck it's not even sub-par. You can literally get the same course any where in the world, in your home country, or somewhere cheaper or closer to your home country.

It is clear and obvious that you're not going there for the purpose of study.
