If I wanted to guess I'd say it means it's being transferred and the next step is gonna be determining the applicant's eligibility.

Jamgirl....my notes said that as well and he has a visa counterfoil in his passport right now as of Oct 4/12......maybe it has to do with a previous one being issued and then expired??? just a thought.......Jamgirl said:Mine says same and has me worried as well

i think we should all have counterfoil NO since the applicants r not PR yet and they were not before; once they r PR and let's say their PR card expired, they r outside Canada and they want to return, they will make a request and they will get this counterfoil; it's a little different than a PR visa; so again nothing to worry
