That is correct, the officers will have Program Assistants under them for managing the administrative tasks (normally the local hires), these program assistants (in our case Economic Unit Program Assistants) are not responsible for selection decisions but handle tasks such as determining if the candidates meet the selection criteria (minimum points). Here is the link to the federal court decisions, if anyone is interested.

There are some interesting precedent cases that provide a glimpse of the CIC processes. It is legal verbiage, requires a lot of patience to read!!!

Very informative indeed, appreciate it.........

One question, Is the MR send by these program assitants or by the visa officer? And does getting MR means file is approved?

Kindly share your insight.

MR's are send by Visa Officer's... Receiving Mr's can be interpreted differently based on Visa Offices.. Some VO's complete the eligibility and background checks and send MR's. Some VO's send MR's after eligibility checks and the background checks are done parallel or after the MR request. In WVO case i think MR is received after eligibility and background checks.. If Medicals are fine then the file is due only security and criminality checks. Once this are done we get our PPR's... Chances of getting rejected after MR are for only Medical and/or criminality reason's or failing to provide documents requested along with MR.

Guys!

I'm glad to see people lending valuable & informative discussion here!

Cheers!

It can be safely assumed that MR is indicative of a positive DECISION MADE (subject to security clearance). There was one instance where an applicant's file was returned due to change in Ministerial Instructions (applicable for FSW applications submitted prior to Feb 2008), that instructed to stop processing files if no decision was made prior to 29th June 2012. The applicant contested that since Medical Request was received, and argued that it implied a positive decision prior to 29th and the application must be processed, however, the court disagreed and dismissed the petition.

For those of us with MR approved, the chances of rejection (unless negative security report) are slim. There maybe delays attributed CSIS checks, but no rejection, assuming, no new Ministerial Instructions rendering us ineligible.

Hi Mr. Prajapati,

I got PPR request on Monday 27th July. I just want to reconfirm that we have to submit original Passports, details of information and photographs along with the copy of mail to VFS, Ahmedabad.

Whether we have to take appointment or we can just walk in personally and submit the same.

thanks in advance...
