I am from Mumbai. I was not aware of this change!
God! do I have to start all over again for my PCC as well??
Or as ROHIT99 said, it's a rumor, and they may consider PSk PCC?
Or can I request WVO that, I had received PCc request on 19th of May, but the rule changed on 26th of May?

"If you are a citizen of India:

If you live in India:

For residents of Punjab: You can apply to your local Senior Superintendent of Police, or the senior ranking police official at the police station in your District.

For residents of other states: You can apply at your local District Police Station.

For residents of Delhi: You can apply at your local District Police Station or online on the Delhi Police website or on the Passport India website. The Web site will list what information and documents you need. If you apply online, your certificate will be returned to you electronically.

If you live outside of India:
You can apply at your nearest Indian embassy or consulate."

For More information you may visit:

This change was reflected on the CIC website on 26th May, 2015. IT IS NOT A RUMOR.

To be on safe side, it is better to start Police Certificate process. It will not take much time. My process took 3 days.

I am not quite sure how to interpret 26th May. But IMHO, any police certificates received at VO on or before 26th May should be valid. THIS IS MY PERSONAL VIEW.

Nobody received DM til now? i had hoped today we might al receive ::)

PCC from PSK is 100% valid for all locations. Except the exceptions they mentioned specifically.

Rohit, could you throw more light on your comment after visiting following link?

I know your intention is not to misguide anyone but above link may clear some of your perceptions.

I will suggest you check with your hospital whether they have uploaded the reports or not by providing your IME or UCI number.

Once the reports are uploaded, generally TLU will be reflected after 4-5 working days of upload.

I think that was in old days. Now in gujarat they said to give us in a week but takes 10-12 days. Mostly mumbai will give it fast.

My PCC is issued on 25/5/2015 I guess its logically incorrect...as VO can't approach Local PS by passing MEA for any enquiries. PSK issued PCC is still good (as we don't have any rejections so far and also cannot reject) ) as request will go from PSK/MEA >>> commissioner office >>> >>>local PS for enquiry before issuing PCC and moreover Local PS are not Authorized to issue PCC.

I can explain the process in Gujarat. May be it can assist you.

You have to go to your local police station where you reside and ask for Police Certificate.

You will be redirected to the concerned department. Officer on duty will ask for certain documents which may include your resident proof, id proof, marriage certificate, etc. If you had lived in different area before, officer will redirect you to concerned police station, which will provide you a statement that you are clean.

You need to get that Statement to current police station. Now, officer on duty will ask some questions and will collect 4 passport size photographs. A bunch of documents will be given to you and you will be asked to go to Commissioner's office.

Commissioner's office has a Special Branch to issue Police Certificates. This branch will issue police certificate to you. You will be given one copy, one copy will be sent to RPO and one will be retained by the commissioner's office.

This was the process, in nut shell. But as you know, Police Department is run by State Laws. So process might be slightly different. But you can speed up the process if your Local Police station staff support properly.

Thanks, this is very helpful. However, in Mumbai we cannot go without an online appointment with the Pol.Comm's. office.

21 days...+ additional days for courier...is risky. Incase you are in 30 days timeframe, would suggest start both process in parallel to be on safer side.
