You are partially true.
Most of the times they don't respond in a manner that we want, as they think they are really aware of their job.
Sometimes we are also getting obsessive, but it's normal considering the importance of our application.
However, I am not sure about skipping the payment if you get rid of them.
In my case, final 30% of payment had to be done after getting PPR.
That process caused one week delay to receive my PPR e-mail.
Check with them regarding the delay to forward PPR e-mail. If you will get it within 1-2 days, it may not be an issue.
My application was also transferred to WVO. You can see my timeline.
I think I wouldn't have got PPR by this time, if it was processed in NDVO.
So please don't worry. It could be something else.
Most likely, you will get PPR soon according to the current trends from WVO.

Dear Seniors. I am thinking to get rid of my consultant who is based out at Canada. His email and mail address are updated on my application form so the PPR mail will come to him first. I have paid him half of his fee through his India counterpart with whom I signed a contract, rest they shall demand on success of the case, at what stage that is not specified in the contract. They are big time jokers, never respond on time, in fact delayed my file by three weeks due which I landed in WVO, would have process by NDVO by now I believe.
