I have applied under new express entry system too.
I have 369 points still below cut off 469.
People with job offer or provincial nomination got it easy as they get additional 600 points for that.

Did you apply under fsw as well

Your analysis is in the right direction. However in my opinion for September intake, applications would either be issued or in process. So let's hope they pick up the speed this week and issue more DM

Adding on to your point, I have seen typically people get their visa stamped on the 9th or 10th month from the date of application. So Nov/Dec applicants still got time to receive their PPR. Certain exceptions are there but this is with 70-80% of the applicants.
