Yes, as mentioned in your PER. I believe divorce or annulment will be considered under the marriage category. Just include in all your details in the email to them such as your full name, UCI #, application dates and so on.. and include in as well stating such changes as mentioned below.

Please inform the visa office of any changes in your application (e.g. birth or adoption of a child, marriage or common-law relationship, new occupation or employer, submission of an Arranged Employment Opinion approved by Human Resources and Skills Development Canada, change of address, change of e-mail address, change of immigration representative, etc). Please include a letter identifying what the changes are and any relevant supporting documents. If your documents are not in English or French, send a notarized (certified) translation with a copy of the originals.

Thru Philippine Embassy at the country where you are currently residing. But you still need to send
it to PH for the NBI clerance processing...ung s embassy kc parang authenticate lng nila ung form..btw, saan bansa k now? I think better to ask ung kapareho ng bansa mo... :)

SG based ka din ba? i can give you the details in PM, we got our NBI Clearance within 3 business days :) sana maging okay din ang transactions mo with her. take note pala, hindi pa kasi expired yung existing clearance namin, but ung purpose kasi need namin papalitan to 'Canada Visa application'
