I got the same result sa WES mo.. Yes, pinatuloy ko ang application ko pero i used 3233 ( licensed practical nurse), due to my WES result and dahil mas less ang applicants ng 3233 vs. 3012. So, Medyo safer na ma reach ang application cap na 1000 applications lang.
According n man sa karamihan, WES is used lang daw for points ng education. So, it doesn't matter Kahit di same qualification sa canada standards.
As for the NOC, try to check the site. Sa JD kasi daw sila tumitingin Kung qualified or Hindi. Dapat daw at least almost similar (not entirely) daw. For reference mo, here are the JD ng mga NOC.

As for your agency, I heard a lot of negative feedbacks sa agency especially cic. Na-suspend daw kasi ang license ng representative nila. So, daming nagka poblema na clients nila. Also, matagal daw sila mag review dahil sa dami ng customers nila, it causes delay lang daw kaya Baka ma cap reach ka pa. Dami dito sa forum (including me) na nag DIY lang. Kaya naman... Nasa website naman lahat ng information na need mo malaman.
