Based on my experience with WES, mabilis sila mag process. Even though once they receive both required documents, they will tell you that it will take them more than 20 days to process your request... hindi totoo yun, it will probably just take them one week to complete it. They said mine was supposed to be completed on Aug 15, but my result was completed on July 22 and was shipped to me via UPS on July 23. As of today, when i check the tracking number, its in China na daw, so my hardcopy should be reaching me (in Singapore) by tomorrow or Sunday. Yun nga lang, medjo matagal sila mag update ng status sa website, it probably took them 5 working days before they updated that they received my TOR (though FEDEX showed that its been signed and received 5 days ago)
And with regarding NOC 1111, in my opinion (as in akin lang talaga) based on the 2 links below, it looks like you're still safe if you can send your application by early september... pero syempre, the earlier the better.
