Most October applicants have received their file numbers from CIC-CIO by now. All i can suggest is you can send an email inquiry to CIO themselves to get a respond and it is the most accurate information you will get for your application status. Kindly take note their respond time is around 40-60days from the date of your inquiry. Please follow below..

If they do so reply that your file is with Manila VO, that means you are in queue for processing and may have missed the first email from CIO.
