For instance:
- Timeline:
- 1st draw: end of january;
- After draw, applicants will have up to 2 months to send documents digitally;
- Once your documentation is accepted the 6 months time will start to count;
- FSW: ECA is necessary;
- FST and CEC: ECA not necessary, optional;
- Misrepresentation ban: upped from 2 to 5 years;
The criteria should be the same as today. For FSW, it's this one, it won't change: http://www.cic.gc.ca/english/immigrate/skilled/index.asp
The timeline also tells me there won't be a big impact on the processing of Applications at the CIO until February. After that it's a possibility.

"A foreign national who, in order to meet the requirements of paragraph 5(1)(a), is required to provide the results of an assessment of the equivalency of their educational credentials to Canadian educational credentials that has been completed by an organization or institution designated under subsection 75(4) of the Regulations, must provide those results at the time that they submit an expression of interest ."
The above statement in the gazette is not specific to FSW, rather to the express entry system.
It makes sense what you are saying specially since that's the way it is right now and CIC has said (so far) that the minimum requirement for the individual programs won't change. But their gazette is confusing. Your sentence probably means that you won't get points if you don't get an ECA.
