For each program (FSW, CEC) there will be a minimum, but we don't know yet. Probably the same as current FSW.

But with low IELTS you possibly won't have enough points to be drafted.

There is no minimal points. It's competitive. So if there are 10 spots, they will chose the 10 best qualified.

One important thing to note is that the current announcement only outlines the points scheme under the express entry program. What has not been announced so far is the minimum requirements or minimum points 1)to apply to be in the express entry pool and 2) to apply under the different programs covered by the express entry (eg. FSW, FSTP, CEC, PNP).

As for the first point, we know that IELTS and ECA for non-canadian education are both mandatory to be able to apply in the express entry pool.

As for the minimum requirements to apply under the FSW program, current FSW program is probably a good indication. For example, one should expect that:

1) a minimum IELTS score would be in place
2) at least one year of paid, full-time continuous work experience in NOC O,A, and B in the last 10 years would be required
3) a minimum proof of fund would be required

So, anyone interested in the express entry program under the FSW category should also keep in mind the above factors when preparing to apply.

For instance:
- Timeline:
- 1st draw: end of january;
- After draw, applicants will have up to 2 months to send documents digitally;
- Once your documentation is accepted the 6 months time will start to count;
- FSW: ECA is necessary;
- FST and CEC: ECA not necessary, optional;
- Misrepresentation ban: upped from 2 to 5 years;

The criteria should be the same as today. For FSW, it's this one, it won't change: http://www.cic.gc.ca/english/immigrate/skilled/index.asp

The timeline also tells me there won't be a big impact on the processing of Applications at the CIO until February. After that it's a possibility.

Actually, it seems ECA is mandatory to apply to be in the express entry pool under the express entry program regardless of the stream.

"A foreign national who, in order to meet the requirements of paragraph 5(1)(a), is required to provide the results of an assessment of the equivalency of their educational credentials to Canadian educational credentials that has been completed by an organization or institution designated under subsection 75(4) of the Regulations, must provide those results at the time that they submit an expression of interest ."

The above statement in the gazette is not specific to FSW, rather to the express entry system.

Note: If you are hoping to apply to the Federal Skilled Worker Program, you must have an ECA. If you are hoping to apply to the Federal Skilled Trades Program or Canadian Experience Class, an ECA is optional, but it may help you earn more points for education on the CRS and improve your chances of being drawn from the pool.

Your sentence probably means that you won't get points if you don't get an ECA.

It makes sense what you are saying specially since that's the way it is right now and CIC has said (so far) that the minimum requirement for the individual programs won't change. But their gazette is confusing. They should probably specify which points apply to which program because the way it is written right now is not very clear.

So after you graduate you'll get an Ontario nomination automatically? That's nice! Luckily you won't need it since you got your PER already.

Touch the wood!

There's a separate application for that. Ontario Opportunities sucks (can take 1 year, when the program says '3 months processing'), but it's the only PNP that nominates master graduates with no j/o. It's 1500$ per application plus they have a ridiculous 1 year IELTS TRF validity requirement. Moreover, there is a cap each year which gets packed pretty soon. But nonetheless, it can be done.
