I think they will process all FSW apps and CEC as well. 2022 target is basically covered with their backlog. There is like 20K (?) free places out of their 100K yearly target (Federal high skill including cec, fsw), I think they will give those places to CEC applicants for 2022 so I expect a CEC draw soon.
2023 is a different story, I expect an all program draw late spring.
There doesnt seem to be too many CECs remaining in the pool. I would be very surprised if there is no FSW draw in Q2'22.

At the moment we are at 50 000 or less which they can process quickly :D They ahve only slacked applications that were older than or equal to 4 years.
They typically land about 15-20K or so people in economic class each month.

around 38K CEC in the pool as of 4th of January. Sure as hell IRCC will take those as this is roughly the amount of space that is left for 2022. After that mostly FSW applicants are in the pool, thus all program draw is the only way. FSW processing time in a very (!) optimistic case would be 6-8 months. Landing those people starting from January 2023 means that draw must start around May-June latest.
I believe this scenario is pretty realistic, a healthy balance in terms of processing backlogs and fulfilling their targets for 2022 and 2023.
