I thought they would need at least 400,000 immigrants annually from 2021-2023?

There are other immigration categories. The 108,500 target is for express entry which is just one of the several other programs that contribute to the 401,000 target for the year

I have one question were the cec draws conducted separately before because there is no mention anywhere in the round of invitations page like from 2015 to 2019

As I understand it, 108,500 is for primary applicants of economic class including paper-based ones and not just express entry. Their dependents fall under family class quota which also includes parents/grandparents. PNP primary applicants comes from the PNP quota and the rest is for refugees. Some YouTubers were speculating that family class applicants/refugees cannot be fulfilled this year so TR to PR pathway was created from their quota.
