No it isn't. CEC only draws will be back in some capacity in the near future. They'll sure as hell be back before FSW ever makes a return.
It will be back next year now. I think its going to be small PNP draws for quite sometime now.

The deadline for the extension was July 27, 2021
This public policy comes into force on January 27, 2021, and it will be in effect until July 27, 2021. To be considered under this public policy, applications must be submitted between January 27, 2021 and July 27, 2021.

I think it's not been the case since almost three months ago. If they want to pause cec draws for the rest of the year, and then start all program draws since Jan 2022, considering the pool full of high bilingual outland applications, it takes two months in order to score drop to a reasonable range even for high score CEC people. I mean if it's the scenario, it'd be almost 8 months for CEC inland applicants. I'm sure lots of work permits will expire in this period. I don't know what will happen and the upcoming months will be madness for all categories. The only thing that I'm sure about is CEC is ded.

I would look into Japan if I were eastern European. Many people have done it. It's a decent country, and there are some high paying jobs for foreigners depending on your skillset, plus you will be treated almost like a king.

Perhaps the fact that I'm Eastern European directs me to the West. Japan is awesome, but I will 100% never blend in, and can't envision my kids blending in either. Very distinct and different culture I'd rather admire as a tourist/consumer.
Big difference between places to admire and places to live, at least for me.
