It is, yes, in most cases, I believe. But, usually when it is a good sign, you get your PPR within a couple of days. With old files, IRCC's mentality is this: "We made them wait for 2+ years. Those who cry about it will get attention, those who don't apparently don't mind the long wait so we'll let them wait more.". The ways you can cry about it: mandamus, or send an email like that to the minister
