I don't agree. Canada doesn't owe anyone anything in terms of giving all applicants permanent residence. But they do owe applicants some degree of transparency and respect for basic human dignity. By human dignity I mean, some people have to retake their language exams, bio exams, and recertify their documents. Yes, it is up to each individual to decide whether or not to apply for PR in Canada. However, if IRCC was more transparent, people can plan accordingly - that's what I mean by human dignity. Spending $250 for $IELTS, 250 for credential certification and $400 for medicals is expensive, but to do it twice is inhuman. Add to that keeping 15000 CAD untouched isn't easy for everyone. So no, Canada doesn't owe us PR. But they do owe use transparency so that applicants can pursue PR without sacrificing quality of life. After all, Canada is extremely keen on human rights when it comes to international politics so why not extend the same curtesy to their immigration policies.
