Then why are they renewing expired COPR's and issuing PPR's to US residents?I read somewhere that apps w/ 2019-2020 ITA don't count towards this year or next's quota, meaning they are "sunk" (as in "sunk cost")

Not sure, they have always stuck to their yearly target and they also used to have 2-3 1 week gaps every year which would skyrocket the score, remember those? If they want to stick to the target again, I think no more draws for the rest if the year soon, that 27k draw was so unnecessary.That would be a diasater. Would it also mean that they are saving some for all class draws in Sep? I mean they have an aggressive PR target for 2021, 2022, and 2023
