It is better late than never. U may need to wait for one more year or so 'cus once your brother lands in Canada..probably by september this year then by that time qouta may possibly be finished for application in your category. U can than only apply once new qouta period activates. Stage 1 says issue of AOR+120 days letter, and Stage 2 send full docs+RPRF
What is 120 days letter? also from now on they ask for full docs at the first stage itself. Do we have to send them again?
