I agree with you. I don't think any country can be blacklisted as such.My citizenship and country of residence are both Pakistan. I'm quite certain no country has been blacklisted by IRCC. Some applicants face extra delays due to specific factors of their application (regardless of citizenship / residence). Unfortunately, this is a very bureaucratic process and there is a lot of paperwork involved on IRCC's end, which leads to all sorts of inefficiencies.
FSW applicants from the US are definitely getting their approvals sooner (on average) than the rest of the world since they are just across the border. That has been the case throughout the pandemic.
I would suggest not being so pessimistic, we are living in extraordinary times and COVID has been awful for almost everyone's plans. Things are looking to improve for us before the end of this year (if all goes well).

April 14 approval (as per notes)
No information from IRCC.
The notes state all passed and approved, even has a Section with COPR issuance and expiry, which I never got.
No passport request and still waiting.
Don’t know when or if they will start issuing PPR’S.
some even believe that all checks will have to be done again (criminality, medical, etc.) before they issue PPR’S and if that’s true then this will be a while. Thoughts anyone..

I heardl other people too had this happen. I can't login only it redirects to the language page but it's probably the cookies issue for me.Today I had hard time accessing my application (I normally check it at least 25 times a day). One of the many page refreshes had a ghost update - "Application/Profile Updated" message.
I assume it's a system glitch, but since I am still stupid enough to remain cautiously optimistic, did anyone have anything like that recently?
FSW-O, USA, Sep 2019, all stages passed in Nov 2020, Medicals extended this Feb, expiring again in Oct.
