It is expecting to show the Number of complete applications counted
So, by "complete applications", I suspect that it will be between A & B.
Incomplete applications will not be counted but there is no mention of any further validation before being counted.
Of course, we have no information available that says how many of the last years applicants were unsuccessful, even if they were within the cap for each NOC. There must be an expected percentage of failures, so CIC probably allow for that when they set the limits for the year.
