yes, i read few months back but dont have the link and u r right on IELTS but this rule is mandatory for PA not for spouse .

even i dont have arranged employment... i am a dentist... so unless i get license to practice i cant work in canada... i cant suggest u anythng... but yes u can certainely count your min and max points according to new point system and just decide where you lack points and from where you can get it.... i.e. if you lack points in work exp then you can cover those points in ielts... in short just make it 67....
