Looks like you mis-understood between PPR (passport request) and passport with visa stamped on it. I read his post and understand that he received passport request via postal mail. He sent his passport and is still waiting for his visa. CoPR is always sent along with passport (and visa), not with ppr.

sglife88 situation does not look common, they have very harsh words now! Please proceed carefully or hire special lawyer.
We will not be helpful till you share your documents here, what exactly they are asking and you are not providing.

They have suspicion on authenticity of your documents, they are saying that documents signed by person was not authorized person at the time he signed.

Question is what you provided in your second attempt to justify/satisfy them with your documents?

Gentlemen,

I received PER on 14-Dec-14 and submitted PCC for India. Today I went down to apply for Singapore PCC. The lady at the counter requesting letter from Canadian embassy which should contain Period of Stay in Singapore, Reference Number etc. How I can get this done ? Should I raise CSE to NDVO ?
Seniors please shed light on this.

Didn't you get your 2nd line at ECAS status?
 
I am very disappointed and disturbed that CIC removed the cap update page and all relevant link of FSW 14. They should at least have some link pointing to FSW 14 just for the convenience of the user. The way they updated the site, it looks like they want to forgot about FSW 14 in a hurry and focus every resource on express entry. :( :(

Also I can't find the application forms pdf that we spend so much time on. In the upcoming days I will need to add my spouse with my application. Where will I look for the forms in the site.
