Hey.. i am a july applicant.. recieved per on 7th nov 2014.. still no slu and MR... ecas status is in process... what could be the reason of this delay.. since its been a 7 month i get per..

The process is pretty straight forward. You have to find a place in India that does the fingerprints and then mail the appropriate forms to FBI with $18. They will mail you your clearance. You should start this as soon as you can as the process is currently taking about 3 months.

Yes the noc is 2171.. and visa office is london..
