2174 is very HOT NOC, if you can check 2173 with your roles and responsibilities you can submit under 2173 since 2174 has a lot of applicants I think but you can gamble it but less chance if you submit it on August.

if i go with 2173, which role (titile) do i need to put on my experience letter.

Job titles are not important, roles/responsibilities matters most.

what do you mean by point on particular NOC ? how we calculate point of work experience ? if i go for DBA i would get point for 2 years only ? and if i go for 2174 i would get points for 3 years only ? or if the provide all reference letters i would get points for my 6 years of experience ?

You can get maximum 15 points for all your experiences as long as you can provide the proof for these experiences.

Note. We strongly recommend that you submit your police certificates with your application to the CIO. If you are unable to obtain all the necessary police certificates, you may still send your application to the CIO without them. However, please note that if your application is placed into processing you must be ready to submit them to the visa office when requested.

Send your application when it's ready. PCC can be submitted when local visa office requested.

IETLS is a must. You can't submit without IELTS report. try to schedule an early test date if possible.
