It could be a mistake when they did the bulk update. Once his file reaches RFV status per GCMS note, then it means he has passed all requirements. I think the final review is sort of like a reading the summary of all the checking done by those junior officers.

His latest notes revealed that all the required documents were received and that his file was sent to Officer review (Appears RFV).
I hope it's not something to worry about and that it'd be a mistake or misunderstanding with the agent

i hope it is a mistake. otherwise, it means he got rejected.
same thing happened to me before. they sent me back my application in late 2014 in regular mail with a rejection letter.

The second agent has told him that the correspondence wasn't an email. It's a regular mail sent to him and he also refused to give him any hint about its content.
He called for a 3rd time and was told that the decision is a positive one and that the RFV email is on the way to him :/

Hi Guys,

Its good to see lot of people getting good news - for those folks waiting like Diplo said you should be getting at worst sometime over the next few weeks.

I had my PPR on Jan 5th (30days to submit), but I am travelling internationally for the last few weeks of Jan making it almost impossible to meet the 30 day deadline. I informed the VO of my travel plans.

In their communication they have mentioned that: 'If you are unable to submit any of the required documentation for you or your accompanying family members to the addresses below, please send an email to us at CPC-CTD-Ottawa@cic.gc.ca so that alternate arrangements can be explored.'

How long does it generally take for them to reply?

Shipping label : Sent it using fedex ground which uses a plain envelope

No firm timelines for CPC-O. Have you tried the notorious call centre agents?

i just called cic and the agent told me that "decision made" on ecas mean that the application was sent to a final review.
so my application now is at the final stage being reviewed by a senior officer. Moreover, he told me that this process takes about 4 months. so if i didnt hear anything by may 6th i should call them back. l o l
