I called the call center saying that 11 month processing time is passed for my application. They told me that this 11 month is average processing time and it can be different for different cases! I think if more people call the call center asking about the status of their file, they might have to do something

Does it say on the website that the times posted are average processing times? Did they confirm that your file is up to date and CIC is not looking for any information from you to proceed? I think they should write an email to asking CIC that why your application is taking more than average processing time.

I guess that I read this somewhere in CIC website as well before. The agent told me that nothing is holding and it is in process! In a sense that all September, October and November applicants passed this deadline and many are still waiting for PPR, I think that they just have stopped to finalize FSW-2014 applicants to speed up other applicants like EE!

All points to the fact that files has been left untouched for several months. But surely they will commence processing at some point.

What I personally think happened was that:
at some point, say around end July, they decided to set 11 months for processing time, regardless of the processing stage they were for individual cases. So what I think they have been doing now is that they are trying to make each application comply to 11 months (from 'processing' date) processing time (which is calculated from the date Ottawa receives files which is turn is usually several months after Sydney received the applications).

For instance:

Application submitted = November 25, 2014

PER = January, 25, 2015.

App sent to Ottawa/received by Ottawa = January 27, 2015 (also Processing begins date)

11 months duration = December 27, 2015.

So such applicant should expect PPR around Dec 25, 2015.
