CIC does not send passports outside north America in any condition. They clearly mention that in the RFV email.
If you live anywhere other than USA or Canada. You can take a copy of your RFV email and your passports to the Canadian visa application center that is nearest to you and they will arrange the visa stamping for you.
It's actually faster than sending passports to Ottawa.

I have a friend who told me that if you requested to transfer your stamping to a nearby VO (Abu Dhabi in my case), things can get slower, and you have to wait 3-4 weeks until Abu Dhabi VO send you an email to send your passports. However, folks here in this thread (specially who lives in Egypt), send their passports to Cairo immediately after PPR email. probably I will do the same since I am Egyptian also, but currently outside the country.

I will still face one problem, that it is illegal to send passports to/from Egypt. So I will have to travel myself or send the passports with a friend and do the DHL stuff from inside Egypt. This is in case positive DM, hopefully.

I also applied for Canadian PR through PhD stream category (NOC 4012). I sent my application in early November, I received my file number early February, and I sent my Medical early May.

A couple of days ago, I noticed that the status of the application has changed to Decision Made. But since I did not receive any email from them I called them yesterday and shockingly, I learnt that there is apparently an email which was supposed to be sent to me on May 27 (that I never received). So the guy on the line told me that he will request a resend and also I wrote an email to them to notify them about the case.

I was wondering if anyone else here has had a similar experience.

And also the CIC clerk told me that the Decision was positive. Do you think I should send my passports now or should I wait for their reply?

Firstly, congratulations on getting through ..
it happens with loads of people that the emails go to the junk folder or people do not receive the emails so do not worry..
i would suggest is wait for the email as it has instructions on how to send the passports and if there are any other documents like passport size picture that need to be sent along with the passport.

Hey, can you tell us who your officer is? This is the second person whom this has happened to and now it's making me nervous. How did you get the officer to tell you about the e-mail and whether it's a positive decision?

Exactly same situation here for me and another friend don't know what's wrong with the emails sent on 27 very strange and also I'm thinking about sending passports think they have technical problem with that however I will send to Cairo embassy

Hi Lyn its totally luck I think not all officers have authority to check the file coz one told me he can't check anything and after 2 days when I tried they told me
